    Factions of the ruling party in South Sudan, the Sudan Peoples’ Liberation Movement (SPLM), on Monday 20th October, 2014 signed a framework agreement aimed at addressing root causes of the conflict that erupted in mid-December and plunged the country into violent crisis. 

    The signing ceremony, held at the Ngurdoto Mountain Lodge in the outskirts of Arusha, was witnessed by the two principal rival leaders - President Salva Kiir Mayardiit, Chairman of SPLM in government and Mr. Riek Machar Teny, former vice president and leader of the SPLM-in-Opposition, as well as the SPLM faction of former detainee, who also participated in the talks. 

    The Chairman of the Tanzania's  ruling party, Chama Cha Mapinduzi (CCM), President Jakaya Kikwete, CCM Secretary General Mr Abdulrahman Kinana, Tanzania Minister for Foreign and Internationa Relations Mr Bernad Membe, and Former Tanzania Vice President and Prime Minister Mr John Samwel Malecela, who chaired the talks, also witnessed the occasion. 

    Delegates of the three rival groups of the South Sudanese ruling party met in Arusha from 12th to 18th of this month to try to come up with the framework of the intra-SPLM dialogue which is being facilitated by CCM. 

    The framework agreement highlighted preamble, principles, objectives and agenda that will be discussed in the intra-party dialogue. It also included rules of engagement and role of CCM. However, it said the process is distinct from the peace talks which take place in Addis Ababa, Ethiopia. 

     "The parties recognize that the Arusha process is essentially an intra-SPLM dialogue and is separate and distinct from the IGAD mediated peace talks among South Sudanese stakeholders. 

    "Yet the parties are fully aware that the two processes, although separate, are mutually interdependent and reinforcing,” partly reads a communiqué. 
    The document recommits the parties to the principles of democracy, internal democracy especially on matters of decision making, elections, succession and peaceful transfer of power. It further calls for “unity of SPLM as a safeguard against fragmentation of the country along ethnic and regional fault lines.”

     “Initiate measures to stop the war, lead the government and the people of South Sudan towards peace, stability and prosperity,” it further urges. 
    Both leaders expressed their commitment to the intra-party dialogue that would reunite the divided historical party. 

    The document was signed by senior officials of the rival factions, namely Daniel Awet Akot, Peter Adwok Nyaba and Pagan Amum Okech, representing SPLM in government, SPLM-in-Opposition and SPLM former detainees, respectively. 

    The agreement serves as a roadmap for further negotiations in trying to reunite the ruling party and end the war, with guiding principles and objectives for further discussions and possible resolutions The governance crisis within the SPLM gave birth to the 15 December violence which has unfortunately plunged the country into the current national crisis or civil war. 
    The intra-party dialogue provides a supplement to the peace talks in Addis Ababa to try and address the root causes of this conflict within the ruling party. 
    The framework agreement has also recognized the need to “revitalize, reorganize, strengthen and restore the SPLM to its vision, principles, political direction and core values. 

    Analysts say the dialogue, could provide an avenue for progress on key issues, including deep divisions between South Sudanese party leaders, if respected.

    Miongoni mwa mabasi ya shirika la Usafiri Dar es Salaam (UDA) yanayofanyakazi katika maeneo mbali mbali jijini Dar es Salaam. Na kila basi lina namba za simu ili kurahisisha abiria na watumiaji wa mabasi hayo kutoa maoni juu huduma zitolewazo na mabasi ya shirika hilo.


    Abiria na watumiaji wengine wa barabara Dar es Salaam wameombwa kusaidia katika kudhibiti uendeshaji holela na tabia zisizokubalika zinazofanywa na baadhi ya madereva wa mabasi ya abiria na makondakta wa Dar es Salaam kupitia namba za simu zilizochapishwa katika mabasi yote ya Kampuni ya Usafiri Dar es Salaam (UDA).


    Taarifa iliyotolewa na uongozi wa UDA jana na kusainiwa na Meneja Uhusiano wa kampuni hiyo, Bw.  George Maziku, imesema utumiaji wa namba hizo utaisaidia pia kampuni kuboresha utoaji wa huduma kwa wateja wake. 


     “Tunawakumbusha wateja wetu wapendwa pamoja na watumiaji wengine wa barabara kuripoti uzembe wowote au utovu wa nidhamu utakaofanywa na madereva na makondakta wa UDA ili hatua stahiki ziweze kuchukuliwa dhidi yao ambazo zitasaidia kuboresha huduma zetu kwa jamii kwa ujumla.”


    “Mbali na kuboresha utoaji wa huduma zetu, UDA inalenga kuwa mfano wa kuigwa kwa mabasi mengine ya abiria nchini katika uzingatiaji wa sheria, utoaji wa huduma nzuri kwa wateja na kuwa kichocheo cha kupunguza  foleni katikati ya jiji la Dar es Salaam. Hii itakuja pale ambapo wamiliki wa magari binafsi watakapoanza kutumia usafiri wa umma wenye gharama nafuu,” alisema.


    Bw. Maziku alisisitiza kuwa uongozi wa UDA utachukulia kwa uzito mkubwa na kuyafanyia kazi maoni yote yakayokuwa yakitolewa kupitia namba hizo zilizotolewa ili kuondokana na dhana potofu iliyopo kuwa wamiliki na waendeshaji wa kampuni za magari ya abiria ni watu ambao hawajaelimika.


    Alisema kuwa, mbali na uwepo wa namba hizo za simu, UDA itaendelea na utekelezaji wa utaratibu wake wa kutuma waratibu kupanda mabasi ya kampuni hiyo na kuripoti juu ya utendaji kazi wa madereva na makondakta wa mabasi hayo.


    “UDA imelenga kuhakikisha kila mteja anapata huduma bora ambazo zinakidhi matarajio yao na wakati huohuo, zikiwa zinaendana na matakwa elekezi ya usalama barabarani,” aliongeza.


    UDA ina zaidi ya mabasi 400 yanayofanya kazi, hii inaifanya kuwa kampuni kubwa zaidi ya magari ya abiria Tanzania.

    Jamhuri ya Muungano wa Tanzania ni mwanachama mwanzilishi wa Umoja wa Nchi za Mashariki na Kusini mwa Afrika wa Kudhibiti Fedha Haramu (The Eastern and Southern Africa Anti - Money Laundering Group (ESAAMLG)) ulioanzishwa mwaka 1999,  kwa lengo la kuweka mikakati ya pamoja ya kudhibiti fedha haramu na ufadhili wa ugaidi kwa nchi za Mashariki na Kusini mwa Afrika.  Baada ya kuanzishwa kwa umoja huo, Tanzania ilitunga Sheria za Kudhibiti Fedha Haramu mwaka 2006. 

    Umoja wa ESAAMLG umejiwekea utaratibu wa kufanya tathmini ya mifumo yao ya kudhibiti fedha haramu na ufadhili wa ugaidi kwa kuzingatia mazingira ya nchi wanachama na viwango vya kimataifa vilivyowekwa na kikosi kazi cha kimataifa kijulikanacho kama “The Financial Action Task Force “(FATF)”.

    Jamhuri ya Muungano wa Tanzania ilifanyiwa tathmini ya mfumo wake wa kudhibiti fedha haramu na ufadhili wa ugaidi mwaka 2009.  Tathmini hii ilihusu maeneo ya kisheria, sera na kitaasisi.  Aidha, mkutano wa FATF uliofanyika mwezi Juni, 2014 mjini Paris - Ufaransa, ulijadili hatua mbalimbali zilizochukuliwa na Tanzania na kuridhika kuwa hatua hizo ni kubwa na endelevu  na kuwa ipo dhamira ya hali ya juu ya kisiasa katika kuimarisha mfumo wa kudhibiti fedha haramu na ufadhili wa ugaidi nchini.  

    Pamoja na hatua hizi muhimu za kuimarisha mfumo wa kudhibiti fedha haramu na uhalifu kwa ujumla, Kitengo chetu cha Kudhibiti Fedha Haramu kimekua mwanachama wa umoja wa vitengo vya kudhibiti fedha haramu duniani unaojulikana kama “Egmont Group of Financial Intelligence Units”. Kujiunga na umoja huu kutakiwezesha kitengo cha kudhibiti Fedha Haramu  Tanzania kuimarisha ushirikiano na taasisi zinazoshughulikia udhibiti wa fedha haramu na ufadhili wa ugaidi duniani, kurahisisha kupata taarifa za kiintelijensia zinazotakiwa katika utendaji wake wa kazi na kuongeza weledi na tija ya utendaji kazi kupitia mafunzo maalum na ubadilishanaji utaalam baina ya vitengo vya udhibiti wa fedha haramu. 

    Kutokana na hatua zote hizi, tunapenda kuujulisha umma kuwa, Jamhuri ya Muungano wa Tanzania imeingizwa katika orodha ya nchi zenye mifumo imara ya Kudhibiti Fedha Haramu na Ufadhili wa Ugaidi na hivyo tutaendelea kuimarisha na kusimamia mfumo wetu kwa manufaa na usalama wa mali za wananchi wetu.

    Manispaa ya Ilala imevuka lengo la kutoa chanjo ya ugonjwa wa Surua na Rubella kwa watu 468,297 ambapo awali lengo lao lilikuwa kutoa chanjo hiyo kwa watu 445,801 wakati wa wiki ya kutoa chanjo hiyo nchini.

    Hayo yamesemwa na Mganga Mkuu wa Hospitali ya Manispaa ya Ilala Dkt. Willy Sangu leo jijini Dar es salaam alipokuwa akitoa taarifa ya maendeleo ya zoezi la chanjo hiyo linalofanyika nchi nzima.

    Dkt. Sangu alisema kuwa zoezi la kutoa chanjo ya kuzuia ugonjwa wa Surua na Rubella linaendelea vizuri katika Manispaa ya Ilala kama ilivyopangwa ambapo linafanyika kwa muda wa wiki moja katika kote nchini. “Ninawaomba watu wote ambao hawajajitokeza kupata chanjo ya kuzuia ugonjwa wa Surua na Rubella, wafike kwenye vituo vya kutolea chanjo hiyo ili kuokoa maisha ya watoto, akina mama wajawazito, akiba baba na vijana” alisema Dkt. Sangu.

    Dkt. Sangu alisema kuwa idadi ya watu walioitikia wito wa kupata chanjo hiyo imekuwa kubwa katika Manispaa ya Ilala suala ambalo linawapa faraja ambapo watu wa rika zote wamejitokeza kupata huduma.

    Ili kutoa huduma ya chanjo kwa wakati kulingana na ratiba, Dkt. Sangu amesema kuwa imewalazimu kuongeza vituo 30 ambapo timu ya wahudumu kutoka kwenye vituo mama inatoka ili kuwafuata wananchi waliko.

    Awali Manispaa ya Ilala ilitenga vituo 236 vya kutoa chanjo hiyo kwa wananchi ndani ya Manispaa hiyo.

    Dkt. Sangu amesema kuwa mafanikio idadi kubwa hiyo ya mwitikio wa watu  kupata chanjo katika manispaa ya Ilala yanatokana na sifa ya kuwa katikati ya jiji ambapo watu wengi hupata huduma mbalimbali za kijamii.

    Kwa upande wake Afisa Muuguzi Hospitali ya Mnazi Mmoja iliyopo Ilala Queen Lutufyo amesema kuwa mwitikio wa watu kuja kupata chanjo ni mzuri na hawajakosa wateja muda wote wakati wa kutoa huduma hiyo kituoni hapo.

    Aidha, katika zoezi la kutoa chanjo hiyo magonjwa ya Surua na Rubella wahudumu pia wanatoa dawa za magonjwa ya matende, mabusha, minyoo na matone ya vitamin ‘A’.

    Muda wa kutoa huduma hiyo ya chanjo vituoni ni kuanzia Jumatatu hadi Ijumaa kuanzia saa 2:00 asubuhi hadi saa 12:00 jioni licha ya kwanba wakati mwingine huduma hiyo hutolewa hadi saa 1:00 usiku kulingana na idadi ya wateja waliopo katika kituo wakati huo kuanzia Oktoba 18 hadi 24 mwaka huu.

    Zoezi la kutoa chanjo ya kuzuia ugonjwa wa Surua na Rubella nchini linaongozwa na kauli mbiu inayosema “Linda, Okoa, Zuia ulemavu- Kamilisha Chanjo” na kusimamiwa na Serikali kupitia Wizara ya Afya na Ustawi wa Jamii kwa ufadhiliwa na Shirika la Kimataifa la Kusaidia Watoto (unicef), Shirika la Afya Duniani (WHO), Shirika la Misaada la Marekani (UNSAID) na Muungano wa watoa chanjo duniani (Gavi).

    Bodi ya Huduma za Maktaba Tanzania imeanzisha masomo ya jioni ya diploma ya ukutubi katika Kampasi ya Dar es Salaam katika mwaka wa masomo 2014/2015.Hatua hiyo inatokana na kuongezeka kwa maombi ya wanafunzi wanaohitaji kuendelea na masomo baada ya kuhitimu mafunzo ya cheti.

    Hayo yamesemwa na Mkuu wa Kitengo cha Mipango kutoka Bodi ya Huduma za Maktaba Tanzania Bw. Comfort Komba wakati wa mkutano na waandishi wa habari leo Jijini Dar es Salaam. Comfort alisema kuwa masomo hayo kwa awali yalikuwa yakitolewa katika kampasi ya Bagamoyo lakini kutokana na kuongezeka kwa uhitaji wa masomo hayo ambapo mpaka sasa kuna wanafunzi wapya 130.

    “Bodi ya Huduma za Maktaba Tanzania imeamua kuanzisha masomo ya jioni ya diploma ya ukutubi katika Kampasi ya Dar es Salaam katika mwaka wa masomo 2014/2015 na utaratibu huu tunautekeleza kutokana na kuwepo kwa ongezeko la uhitaji wa wanafunzi” Alisema Comfort.

    Aidha Comfort alisema kuwa Bodi ya Huduma za Maktaba Tanzania kwa kushirikiana na halmashauri za Wilaya na Mikoa imefanikiwa kuanzisha maktaba katika wilaya mbalimbali ikiwemo Kibaha, Chunya, Ruangwa, Ngara, Rulenge, Masasi na Mbulu.

    Akizungumzia kuhusu uhufadhi wa machapisho ya kitaifa, Comfort  alisema kuwa Ofisi hiyo imefanikiwa kuhifadhi jumla ya vitabu 1,300,000 pamoja na majarida 950,000 tangu Bodi hiyo ilipoanzishwa katika ngazi ya Mikoa, Wilaya hadi Tarafa.

    Mahakama ya Tanzania imedhamiria kutekeleza  dira yake ya haki sawa kwa wote  ili kuhakikisha inapunguza muda wa mashauri na  rufaa kukaa Mahakamani kwa muda mrefu.

    Hayo yamesemwa  na  Afisa Habari wa Mahakama ya Tanzania Bi Mary Gwera wakati wa mkutano uliofanyika leo Jijini Dar es Salaam.
    Akizitaja hatua zilizochukuliwa na Mahakama Bi Mary alisema, kuboresha bajeti ya kushughulikia mashauri kupitia mfuko wa mahakama toka bilioni 57 kwa mwaka 2012/13 mpaka bilioni 88 mwaka 2014/15, Idadi ya vikao vya Mahakama ya Rufani vimeongezeka kutoka 26 mwaka 2012 hadi 34 mwaka 2013/14.

    Aidha, Bi Mary alisema kuwa hatua nyingine ni pamoja na kuanzisha kitengo cha Mahakama Kuu Dar es Salaam kitakachoshughulikia masuala ya utatuzi wa mashauri kwa njia ya suluhu muafaka, pia uundwaji wa kamati ya kanuni za Mahakama itakayosaidia kutunga au kurekebisha kanuni ili kuhakikisha kuwa kanuni zinazotumika Mahakamani si chanzo cha kuchelewa mashauri Mahakamami.

    Naye, Kaimu Mkurugenzi, Kurugenzi ya Usimamizi na Uendeshaji wa Mashauri kutoka Mahakama ya Tanzania Bw. John Kahyoza alisema kuwa Mahakama imeanza kuchukua hatua za kuimarisha ukaguzi wa shughuli za Mahakama na maadili ya watumishi kwa kuanzisha kurugenzi ya ukaguzi na maadili.

    Aidha, Bw Kahyoza alivitaja viwango ambavyo kila hakimu au Jaji anatakiwa kuvitimiza kwa mwaka na muda ambao mashauri yanatakiwa kuwa Mahakamani kuwa ni Mh. Jaji wa Mahakama Kuu analenga kumaliza kesi 220, Mahakimu wa Mahakama za Wilaya na Hakimu Mkazi kesi 250 na Mahakimu wa Mahakama za mwanzo kesi 260.

    Mahakama Kuu inatoa rai kwa Watanzania kufika Mahakamani kwa Tarehe zinazopangwa ili kuisaidia Mahakama kuhakikisha inapunguza muda wa mashauri kukaa Mahakamani.

    Serikali ya Tanzania imesema itaendelea kuimarisha mfumo wa utoaji taarifa za Uchumi na fedha kwa wananchi ili kuongeza wigo wa wananchi kushiriki katika kukuza uchumi na kuleta maendeleo endelevu.

    Hayo yamesemwa  leo mjini Bagamoyo na Naibu Gavana wa Benki Kuu ya Tanzania (BOT) Bw. Juma Reli wakati akifungua Semina kwa waandishi wa habari za Uchumi na Fedha  iliyoandalliwa na Benki hiyo.

    Akifafanua Bw. Reli amesema  waandishi wa habari wanalo jukumu la msingi la kuuhabarisha umma kuhusu majukumu ya Benki hiyo katika kukuza uchumi na fursa zinazotolewa na Serikali ili kuwanufaisha wananchi.“Navipongeza Vyombo vya habari hapa nchini kwa kuwa mstari wa mbele kutoa taarifa za uchumi na fedha kwa wananchi” alisema Reli.

    Akizungumzia Lengo la Semina hiyo Reli amesema imelenga kuwaongezea ujuzi na weledi waandishi hao ili kuwasaidia wananchi kuwa na uelewa wa kutosha kuhusu fursa za kiuchumi zilizopo na namna wanavyoweza kunufaika nazo.

    Naye Meneja Uhusiano na Itifaki wa BOT Bi. Zalia Mbeo alisema kuwa mwaka huu waandishi wa habari wapatao 20 wanashiriki katika Semina hiyo ambapo mwaka  jana ilifanyika kwa mara ya kwanza  na ilihusisha waandishi wa habari 15.

    Pia  bi Mbeo alisema BOT  itaendelea kushirikiana na vyombo vya habari hapa nchini kwa kuwa ni wadau muhimu katika kutoa taarifa kwa wananchi kuhusu  Kazi zinazotekelezwa na Benki hiyo kwa maslahi ya Taifa na wananchi wake.

    Mjadala kati ya maofisa hao Phillemon Mutashubirwa, Programme Manager wa UN Habitat, Usia Nkhoma Ledama, Afisa habari wa Kitengo cha Habari cha Umoja wa Mataifa(UNIC), Albert Okal (ILO),Greta Sayungi (UNICEF), ulijikita katika masuala ya HIV/AIDS, EBOLA, Usafi na umuhimu wakuosha mikono ili kujikinga na maradhi, elimu ya ujasiriamali, ajira kwa vijana, kazi za kujitolea, malengo ya Milenia na malengo ya Umoja wa Mataifa kwa ujumla wake.

    Ijumaa wiki hii Umoja wa Mataifa utaadhimisha mkiaka 69 toka uanzishwe na kilele cha maadhimisho hayo yatafanyika katika viwanja vya Karimjee, jijini Dar es Salaam.
