    TAMKO LA SERIKALI KUHUSU KUSITISHA UTARATIBU WA KUKODISHA WAFANYAKAZI UNAOFANYWA NA BAADHI YA WAKALA BINAFSI WA HUDUMA ZA AJIRA

    1. Wizara ya Kazi na Ajira imekua ikipokea malalamiko  toka kwa wadau mbalimbali kuhusu utaratibu wa udalali wa kukodisha wafanyakazi katika makampuni unaofanywa na baadhi ya Wakala Binafsi wa Huduma za Ajira nchini.

    2. Wizara imefanya uchunguzi wa kina kuhusu suala hili na kubaini kuwa utaratibu wa kukodisha wafanyakazi unaofanywa na baadhi ya Wakala Binafsi wa Huduma za Ajira ni kinyume cha Sheria ya Huduma za Ajira Na. 9 ya Mwaka 1999 [Sura 243 kama ilivyorejewa Mwaka 2002]. Kwa mujibu wa Kifungu 4 cha Sheria hii, majukumu ya msingi ya Wakala wa Huduma za Ajira ni kuwaandaa na kuwaunganisha Watafuta Kazi na Waajiri kwa kutoa mafunzo na  ushauri elekezi kwa watafuta kazi,  kutafuta fursa za ajira na kutoa taarifa za soko la ajira.  Hivyo, Mawakala hawapaswi kuwa waajiri wa wafanyakazi waliowatafutia kazi kwa niaba ya Waajiri wengine.

    3. Aidha, uchunguzi umebaini kwamba  utaratibu huu ni ujanja unaotumiwa na baadhi ya Waajiri na Mawakala kwa lengo la kukwepa kodi na kujipatia faida kwa kukwepa kutoa haki za msingi za wafanyakazi kwa mujibu wa Sheria za Kazi. Baadhi ya makampuni yanayokodisha wafanyakazi yamefanyiwa uhakiki na TRA na kubainika kukwepa kodi ya mapato ya ajira (PAYE) na  na kodi ya mapato ya kampuni kinyume na Kifungu cha 7 cha Sheria ya Kodi ya Mapato ya Mwaka 2004 [Sura 332 kama ilivyorejewa Mwaka 2008].

    4.Uchunguzi huu umebaini  athari mbalimbali kwa wafanyakazi wanaoajiriwa kwa utaratibu huu. Athari hizo ni pamoja na:
    ·        Wafanyakazi kukosa haki ya hifadhi ya jamii kama vile likizo ya uzazi na matibabu kinyume na Sheria mbalimbali za Mifuko ya Hifadhi ya Jamii;
    ·        Uwepo wa ubaguzi katika malipo ya mishahara kwa kazi ya aina moja kinyume na  kifungu cha 7(10) cha Sheria ya Ajira na Mahusiano Kazini Na.6 ya mwaka 2004 ambacho kinamtaka mwajiri kuchukua hatua stahiki kwa kuhakikisha kuwa wafanyakazi bila kujali jinsia zao wanalipwa mishahara linganifu na ya haki kwa kazi yenye uzito na thamani sawa;
    ·        Kukosa fursa za kujiendeleza kielimu na mafunzo;
    ·        Kukosekana kwa usalama na uhakika wa ajira ;
    ·        Wafanyakazi kulipwa mishahara ya kima cha chini kinyume na sekta wanayofanyia kazi.

    5. Kwa taarifa hii, Wizara ya Kazi na Ajira imeamua kusitisha mara moja utaratibu wa Mawakalakuwaajiri  wafanyakazi wanaowatafutia kazi.  Aidha, Mawakala na Kampuni husika waliopo katika utaratibu huu kwa sasa wanapaswa kuwahamisha  wafanyakazi waliokodishwa kutoka kwa Wakala kwenda  kwa Kampuni husika. Waajiri na Wakala wanatakiwa kukamilisha zoezi hili ndani ya kipindi cha mwezi mmoja na kuwasilisha taarifa za utekelezaji kwa Katibu Mkuu, Wizara ya Kazi na Ajira kabla au ifikapo tarehe 28/02/2014.

    6. Uchunguzi zaidi unaendelea kubaini kama kuna wafanyakazi wa Kigeni wanaohusishwa katika utaratibu wa kukodishwa ili hatua zinazotahili ziweze kuchukuliwa ikiwa ni pamoja na kuwataka waombe vibali vya ajira kwa mujibu wa Sheria ya Uhamiaji Na.7 ya mwaka 1995na Sheria ya Huduma za Ajira Na.9 ya mwaka 1999. Wageni watakao kidhi vigezo wataajiriwa na kampuni walipokodishwa; ambazo kwa wakati huo zitakua ndiyo mwajiri wao.

    7. Wizara ya Kazi na Ajira inawaelekeza Wakala wa Huduma za Ajira nchini kwamba, kwa utaratibu wa sasa watapaswa kuwasilisha barua za maombi ya  usajili wa Uwakala kwaKAMISHNA WA KAZI  kwa mujibu wa Sheria ya Huduma za Ajira Na. 9 ya mwaka 1999 [Sura 243 kama ilivyorejewa Mwaka 2002] ili waweze kufanya shughuli za Uwakala wa Huduma za Ajira kisheria. Maombi haya yawasilishwe ndani ya kipindi cha mwezi mmoja tangu kutolewa kwa tangazo hili. Baada ya muda huo Wakala asiye na kibali cha Kamishna wa Kazi hatoruhusiwa kuendesha shuguli za huduma za ajira nchini. Aidha, Mawakala watakaopata leseni ya Kamishna wa Kazi yatakua yakitangazwa ili yatambuliwe na Umma.

    8. Nasisitiza, maelekezo haya yatatolewa kwa Makampuni na Wakala  waliohusishwa katika uchunguzi kwa ajili ya utekelezaji.

    TAARIFA KWA UMMA

    Serikali kusambaza tabuleti za kufundishia sekondari

    Yaanza kazi hiyo kwa kushirikiana na taasisi ya Marekani ya Opportunity Education Trust

    Serikali inakusudia kutoa maelfu kwa maelfu ya tabuleti za kufundishia masomo mbali mbali  kwa wanafunzi na walimu wa shule za sekondari nchini kama njia ya ubunifu zaidi, ya kisayansi na ya uhakika ya kukabiliana na changamoto zinazoikabili sekta ya elimu kwa kutumia Teknolojia ya Habari na Mawasiliano (ICT).

    Ili kufanikisha mpango huo, Serikali inakusudia kuingia ushirikiano (partnership) na taasisi isiyokuwa ya kiserikali ya Opportunity Education Trust ya Marekani ambayo leo, Jumatatu, Januari 27, 2014, inazindua mpango wa majaribio wa utoaji wa tabuleti hizo kwa wanafunzi na walimu wao wa shule za sekondari nchini.

    Mpango wa Serikali wa kusambaza tabuleti kwa wanafunzi na walimu wa shule za sekondari ulitangazwa usiku wa jana, Jumapili, Januari 26, 2013 na Rais wa Jamhuri ya Muungano wa Tanzania Mheshimiwa Jakaya Mrisho Kikwete wakati alipokutana na kuzungumza na Bwana Joe Ricketts, mwenye taasisi ya Opportunity Education Trust na mmoja wa matajiri wa Marekani.

    Katika mazungumzo hayo yaliyofanyika Ikulu, Dar es Salaam, Rais Kikwete amemweleza kwa undani Bwana Ricketts hatua ambazo zimechukuliwa na Serikali yake kupania na kuboresha elimu tokea mwaka 2006, hatua ambazo zimechangia kupanua kwa kasi na kwa kiwango kikubwa wigo wa utoaji elimu nchini na changamoto ambazo zimezuka kutokana na upanuzi huo mkubwa.

    Rais Kikwete amesema baadhi ya changamoto hizi ni ukosefu wa walimu, na hasa walimu wa masomo ya sayansi, na ukosefu wa vitabu vya kufundishia changamoto mbili kubwa ambazo zinatatuliwa na matumizi ya tabuleti.

    “Mbali na upanuzi mkubwa wa nafasi za wanafunzi kupata elimu ya ngazi mbali mbali, pia tumepanua sana ufundishaji wa walimu. Mwaka 2005, vyuo vyetu vyote vilikuwa vinatoa walimu 500 sasa tunatoa walimu 12,000 kwa mwaka. Hivyo, tunaamini kuwa katika mwaka mmoja ama miwili ijayo, tutakuwa tumemaliza tatizo la walimu wa masomo ya sanaa,” Rais Kikwete alimwambia Ricketts na kuongeza:

    “Lakini bado tunakabiliwa na upungufu mkubwa wa walimu wa sayansi, kama zilivyo nchi nyingine. Tuna upungufu wa walimu 26,000 na kwa mwaka vyuo vyetu vyote vinahitimisha walimu 2,100 tu. Hii ina maana kuwa itabidi kusubiri miaka 13 kuweza kumaliza tatizo hili kwa mahitaji ya sasa. Hili haliwezekani na hii ndiyo maana halisi ya kutumia sayansi na teknolojia ya namna hii kufundishia wanafunzi wetu.”

    Rais Kikwete alisema kuwa matumizi ya teknolojia kufundishia nchini ni jambo linalowezekana kwa urahisi kwa sababu mtandao wa mawasiliano wa National Fibre Network ambao karibu umefikia kila wilaya sasa.

    Rais Kikwete alimshukuru Bwana Ricketts na  taasisi yake kwa kukubali kuchangia maendeleo ya sekta ya elimu nchini kwa kusambaza teknolojia ya kisasa kama moja ya njia za ubunifu zaidi za kufundishia hasa masomo ya sayansi.

    Chini ya mpango huo wa majaribio wa kusambaza teknolojia hiyo ya kisasa, taasisi ya Opportunity Education Trust inatoa tabuleti 1100 kwa ajili ya walimu na wanafunzi wa sekondari katika shule 33.

    Bwana Ricketts ambaye ni mwenyeji wa Omaha, Nebraska alimwambia Rais Kikwete: “Hapa tunafanya majaribio na Tanzania ni nchi ya kwanza duniani miongoni mwa nchi ambazo tunaunga mkono mipango ya maendeleo kunufaika na mpango huo wa majaribio. Ni azma yetu kuwa baada ya kuwa tumefanya tathmini ya mafanikio na changamoto za hatua hii ya majaribio, tutaupanua mpango huu kushirikisha shule nyingi zaidi kwa kushirikiana na Serikali kwenye mpango wake mkubwa wa kusambaza teknolojia hii katika shule zote za sekondari hapa Tanzania.”

    Bwana Ricketts na wataalam wake pamoja na maofisa wa Serikali wameanza kutekeleza mpango huo leo, Jumatatu, Januari 27, 2014, kwa kutoa tabuleti kwa wanafunzi wa Shule ya Sekondari ya Wama Nakayama iliyoko Mkoa wa Pwani.

    Baada ya leo, shughuli hiyo itahamia Zanzibar na Pemba, kabla ya Bwana Ricketts na wataalam wake kutoa tabuleti kwa shule zilizoko mikoa ya Arusha, Dar es Salaam, Dodoma, Mwanza, Kagera na Morogoro.

    Shule zinazonufaika katika mpango huo ni za Serikali na binafsi na kwa kuanzia masomo ambayo yanapatikana katika tabuleti hizo ni hesabu, jiografia, historia na kiingereza.

    A NEW era dawned in Tanzania's digital education landscape today when a programme that aims at providing secondary school students with tablets pre-loaded with educational materials was launched.

    The programme’s ultimate goal is to provide each secondary school student in the country with a tablet to enable them access educational materials electronically.

    It will be implemented by the government and an American NGO -- Opportunity Education Foundation (OEF).

    Implementation will begin with a pilot phase in 10 secondary schools on Tanzania Mainland and Zanzibar, which will involve provision of about 1,100 tablets pre-loaded with Science, Mathematics, Geography and History materials for Form Two students.

    Each Form Two student in those schools will get one tablet, according to Tablet Manager from the foundation's office in Tanzania, Ms Sandra Tetty.

    The donation makes Tanzania the first country in the world to receive the tablets under the OEF educational support programme, which earmarks 34 countries around the globe.

    Launching of the programme involved handing over of 61 tablets to WAMA Nakayama Girls Secondary School at Nyamisati in Rufiji District by OEF Founder, Mr Joe Ricketts.

    They were received by the Minister for Education and Vocational Training, Dr Shukuru Kawambwa and WAMA Chairperson, Mama Salma Kikwete. Mr Ricketts pledged a further donation of tablets for the entire school.

    Dr Kawambwa hailed the donation, saying it was a valuable support to the government in its effort to improve the quality of education in the country through technology.

    He noted that when rolled out throughout the country, the programme would go a long way toward addressing the shortage of teachers and text books in secondary schools.

    The minister said his ministry had prepared science and mathematics content for secondary schools, which would be loaded into the tablets ready to be used by the students, while efforts to digitalise materials for other subjects go on.

    This would entail replacement of the content in the donated tablets, which according to Ms Tetty, is about 60 per cent relevant to the country's O level and A level syllabuses.

    "We are committed in this. We have started and there will be no going back," said the minister, adding that the government was also planning to use Tele-Presence technology in which one teacher can teach students in different schools connected to the system at the same time.

    He said tomorrow he would launch a small model of the technology, which would be used to smoothen operations at his ministry.

    Dr Kawambwa commended Mama Salma and WAMA for being a ‘’shoulder on which to lean’’ in the effort to promote education, especially targeting disadvantaged children.

    President Jakaya Kikwete met with Mr Ricketts at the State House in Dar es Salaam on Sunday, where he thanked the OEF Founder for supporting development of the country's education sector.

    The president underscored the importance of science and technology for development, saying he strongly believed that the use of tablets in secondary schools would help address various challenges facing the sector

    The customised Opportunity Education Tablets are fitted with simplified features that allow easy access of the content and uploading of any other educational materials. They also have long battery life.

    Na Eleuteri Mangi- MAELEZO, Mtwara.

    Mradi wa uzalishaji gesi asilia umeonesha kuwa ni kichocheo kikuu na muhimu katika kuleta na kuinua sekta ya viwanda  nchini kwa manufaa ya taifa na wananchi wake.

    Kauli hiyo ilitolewa na Waziri Mkuu wa Jamhuri ya Muungano wa Tanzania Mizengo Pinda wakati wa ziara ya kikazi ya siku mbili katika mikoa ya Lindi na Mtwara hivi karibuni alipokuwa akitembelea mikoa hiyo kwa lengo la kukagua maendeleo ya ujenzi wa mradi wa bomba la kuisafirisha gesi asilia kutoka Mtwara kwenda Dar es salaam.

    “Ujenzi wa viwanda vya vya saruji vya MEIS kilichopo kijiji cha machole mkoani Lindi na Dangote kilichopo kijiji cha Msijute mkoani Mtwara unaoendelea ni dalili nzuri na njema kwa nchi na maendeleo ya na watu wake” alisema Waziri Mkuu Pinda.

    Ujenzi wa viwanda hivi unaoendelea umefikia hatua mbalimbali ni matokeo ya kugunduliwa gesi asilia katika mikoa hiyo ambapo itakuwa ndio chanzo kikuu cha nishati ya umeme katika viwanda hivyo.

    Waziri Mkuu Pinda alisema kuwa viwanda hivi vitanufaika na umeme wa kuendeshea uzalishaji wa saruji katika viwanda hivyo ambao chanzo chake kikuu ni gesi inayopatikana katika mikoa hiyo.

    Ili kuhakikisha viwanda hivyo vinapata umeme wa uhakika Waziri wa Nishati na Madini Prof. Sospeter Muhongo alisema kuwa gharama ya kuunganisha umeme kwa wananchi nchini imepungua katika maeneo mbalimbali nchini.

    Prof. muhongo alisema kuwa kwa sasa maeneo ya vijiji vyote vya mikoa ya Mtwara na Lindi wamepewa ofa maaluum ya kuunganishiwa umeme kwa gharama ya sh. 99,000/= za kitanzania ofa ambayo itaisha mwezi Juni mwa huu ikilinganishwa na gharama ya mwanzoni ambapo nchi nzima wananchi waishio vjijini bado wanaendelea kuunganishiwa umeme kwa sh. 177,000/=.

    Wananchi wa maeneo hayo wamehimizwa kuchangamkia fursa hii iliyotolewa na serikali ili kuboreha maisha yao hasa katika karne hii ya sayansi na teknolojia.

    Waziri Pro. Muhongo ameenda mbali zaidi na kusema kuwa wananchi wa mikoa ya Mtwara na Lindi wanaoishi karibu na bomba la kusafirishia gesi kutoka Mtwara kwenda Dar es salaam wamepunguziwa zaidi gharama ya kuunganisha umeme kwa sh.27, 000/= za kitanzania.

    Muhongo amesisitiza kuwa hakuna serilkali yeyote duniani inayotoa huduma ya kuunganishiwa umeme kwa bei ndogo kama hii.

    Waziri Muhongo amaeendelea kusema kuwa wananchi waishio mijini nao wamepewa fursa hiyo ya kujihakikishia kuunganishiwa nishati hiyo kwa gharama ya sh. 330,000/= za kitanzania.

    Kutokana na uhakika wa nishati hiyo katika viwanda vya saruji vya MEIS na Dangote, wakazi wa maeneo yanayozunguka viwanda hivyo na watanzania kuwa ujumla watanufaika na kujengwa viwanda hivyo ambapo zaidi ya wananchi 70000 wataajiriwa.

    Naye Mkurugenzi Mendaji wa Kiwanda cha saruji cha MEIS Merea Barabuu alisema kuwa kiwanda hicho kinatarajiwa kukamilika mwaka huu ifikapo Desemba kwa kuwa vifaa vyote vimekamilika na vipo tayari.

    Barabuu alisema kuwa kiwanda hicho kinatarajiwa kuzalisha takribani tani 500 hadi 700 kwa siku ambapo kwa mwaka ni sawa na tani 200,000 hadi 250,000 ambapo malighafi zote za kuzalisha saruji zinapatikana ndani ya mkoa wa Lindi.

    Katika ziara hiyo Waziri Mkuu katika msafara huo aliambatana Mke wake Mama Tunu Pinda,Waziri wa Nishati na Madini Prof. Sospeter Muhongo, Waziri wa Nchi, Ofisi ya Waziri Mkuu (Tawala za Mikoa na Serikali za Mitaa) Hawa Ghasia, watumishi wa wizara ya Nishati na Madini, watendaji wa shirika la TPDC, viongozi wa shirika la umeme TANESCO na wabuge wa maeneo ya mikoa hiyo.
